Social Dilemma -Annoyed That My Friend Never Carries Cash

I get that people don’t carry around that much cash anymore, but I’m starting to get fed up with one friend who is almost always “conveniently" out of cash when we go out. Every time we go for coffee or drinks she somehow forgot to hit up the ATM and asks me to pay saying she’ll Venmo me the money but never does. I think she counts on me being too embarrassed to ask her to send me the money. Well, last week she asked if I wanted to meet her for a drink and I said I’d only go if we hit up the ATM together first. She was taken aback, and I explained how she keeps saying she’ll pay me and never does. She said I should have reminded her but I don’t think that’s my responsibility. Well, she did finally send me the money she owed me but  things are awkward now and I don’t think she’s talking to me. Was I wrong to confront her? How else should I have handled it?
